В статье рассмотрены основные аспекты разработки и реализации госу-
дарственных программ. Автор определяет и анализирует типологию государ-
ственных программ Кемеровской области по срокам их реализации, объемам
финансирования, исполнителям государственных программ.
The great value is attached to the state target programmes in Russian modern
conditions. At the same time resource restrictions are a major criterion in the selec-
tion of issues for study programme often leading to the prioritization of current (albeit
important) problem over strategic.
The state programme of the Russian Federation is the document determining
the goals, objectives, results, main directions and instruments of the state policy
aimed at achieving the objectives and implementing the priorities established by the
Concept of Long-Term Socio-EconomicDevelopment of the Russian Federation. The
state programme includes the federal target programmes and subprogrammes includ-
ing some departmental target programs and the separate actions of public authorities.
The state program involves the assessment of all resources in a field of activity
of executive bodies - budgetary appropriations, other material resources which are at
