The analysis of the effectiveness of the state programs, conducted in the con-
text of the three major positions - citizen, consumer, taxpayer, has a very important
role in a number of foreign countries in the formation of an evaluation system of the
effectiveness indicators of the state program.
The experience of South Korea represents a genuine interest from the point of
view of the development and implementation of the state programs where assessment
of the state programs is performed using a specific set of sociological methods (Ta-
ble 1).

This method has significant disadvantages and obvious advantages, so it is ef-
fectively impact on the assessment of the state programs as shown in table 1.N.N.
Shash, in their research, pays attention to the fact that «the estimated activity of reali-
zation efficiency of the budgetary programs includes both the systematic collection
and analysis of information and the provision of reports prepared on the basis of this
analysis» [4].
The fundamental importance of these reports is that they are subsequently used
to make changes in the program activities, changes in management style or improve
implementation of the project or program. Types of evaluation of the budgetary pro-
gram, used in South Korea, are diverse; these types are presented in Table 2.
